Raquel Lugo

Raquel Lugo has more than 30 years of experience in the health care benefits industry. She manages the Client Service team, the Pinnacle Account Management team, and the Mexico Cross-Border Program.

Through the Client Service team, Raquel provides support to accounts at the plan participant level. The team is responsible for enrollment and benefits orientation meetings, claims and benefits inquiries, on-site service, and general customer service. She also leads the account management team responsible for servicing Pinnacle accounts at the employer level.

Raquel has managed and been directly involved with Pinnacle’s Mexico Cross-Border Program since 1994. She started as a liaison between health plans and providers across the border and is now responsible for provider contract negotiations. Most recently, she has developed plan designs specifically for the program. In addition, Raquel leads translation projects for Pinnacle’s family of companies.
